I don't think it would take a genius to figure out that this isn't a safe space to dive from. Note the lack of water, the shallow space beneath the bridge, and most importantly, the lack of water.
Maximum Productivity
Even though he's got far more tools than he needs for a day on the dock, I bet he still comes up empty. Fish are like that. You could have endless supplies of fishing rods and still not get a single bite. All in a day's work.
