Madison Lee isn't particularly evil, but she is for sure a supervillain. She's an incredible martial artist, a supreme master of manipulation, and an astrophysicist? One of the easter eggs in Charlie's Angels is that Madison Lee is an insanely intelligent astrophysicist that was an obsessive perfectionist, and that worked out in her favor in the end.

Jiayaing's superpower is being able to absorb people's youth, this includes their appearance and personality. Don't you wish you could do that? In the movie, she's actually close to 100 years old, but her time exercising her powers let her stay youthful and beautiful. She wasn't originally evil, but when her daughter died she lost her place in life and started using her powers for evil.
